police 集合名词，表示复数意义，作主语时谓语动词通常用复数形式。

2. Is here a hospital near here?
near prep. 在...附近 adj. 距离近；不远 adv. 在附近；临近
The post office is very near, and you can walk there.
Is/ Are there ....? 有...吗？是 There is/are ...的一般疑问句，be 动词与后面的主语保持一致。
---Is there a museum near here?
---Yes, there is.
---Are there any people in the meeting room?
---No, there aren’t.
3. The pay phone is across from the library.
(1)pay n. 付费（不可数名词）v. 付费 pay phone 付费电话

There is a pay phone behind the library.
Pay for ... 为...付费 pay ....for sth 付... 买某物
